Extension Lecture on ‘Punjabi Language and Contemporary Challenges’ to commemorate International Mother Tongue Day at M M Modi College, Patiala
The post-graduate Department of Punjabi, Multani Mal Modi College, Patiala organized an expert lecture on the topic of, ‘Bhasha ate Samkali Chunotian’ (Punjabi Language and Contemporary Challenges) to mark the ‘International Mother-Tongue day’. The lecture was delivered by Prof. (Dr.) Sukhdev Singh, Ex-Professor and Head, Punjabi Studies School, Punjab University, Chandigarh and General Secretary, Punjabi Literary Society and Secretary, IPWA (India). College Principal Dr. Khushvinder Kumar while welcoming the main speaker said that language is a continuous flow of aesthetic values and artistic expressions. He said that in the course of time the words, their meanings and their interpretations change according to the realities of the situations.
Dr. Veerpal Kaur formally introduced the chief guest. Dr. Gurdeep Singh, Head, Department of Punjabi said that language is the fundamental entity for social structures and cultural identities. Language and mother tongue is the binding forces for knowledge production and global ties.
Dr. Sukhdev Singh in his address said that contemporary political situations are redefining the definitions of “Time” and “Concerns”. He said that the phenomena of globalization has adversely affected the growth and development of local cultures and languages. He also elaborated that how the development of any language is directly related to the social, economic, religious and cultural freedoms. Commenting on the future of Indian Languages, he said that new educational policy and the recommendations of knowledge commission should be reconsidered by the government.
The stage was conducted by Dr. Rupinder Singh, Punjabi Department. The vote of thanks was presented by Dr. Manjit Kaur. A lively discussion session followed after the lecture in which students, teachers and Prof. Sukhdev Singh interexchanged their ideas and views about Punjabi Literature, language and culture. A student o the college Harpinder Singh presented a poem dedicated to the importance of mother tongue. Prof. Ved Parkash Sharma, Dr. Ashwani Kumar and a large number of teachers and students were present.

ਮੋਦੀ ਕਾਲਜ ਵਿਖੇ ਮਾਤ ਭਾਸ਼ਾ ਨੂੰ ਸਮਰਪਿਤ ‘ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਅਤੇ ਸਮਕਾਲੀ ਚੁਣੌਤੀਆਂ‘ ਵਿਸ਼ੇ ਤੇ ਵਿਸ਼ੇਸ਼ ਭਾਸ਼ਣ ਦਾ ਆਯੋਜਨ
ਸਥਾਨਕ ਮੁਲਤਾਨੀ ਮੱਲ ਮੋਦੀ ਕਾਲਜ, ਪਟਿਆਲਾ ਦੇ ਪੋਸਟ-ਗਰੈਜੂਏਟ ਪੰਜਾਬੀ ਵਿਭਾਗ ਵੱਲੋਂ, ‘ਅੰਤਰ-ਰਾਸ਼ਟਰੀ ਮਾਤ-ਭਾਸ਼ਾ ਦਿਵਸ’ ਨੂੰ ਸਮਰਪਿਤ ‘ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਅਤੇ ਸਮਕਾਲੀ ਚੁਣੌਤੀਆਂ’ ਵਿਸ਼ੇ ‘ਤੇ ਇੱਕ ਖ਼ਾਸ ਭਾਸ਼ਣ ਦਾ ਆਯੋਜਨ ਕੀਤਾ ਗਿਆ। ਇਸ ਭਾਸ਼ਣ ਲਈ ਮੁੱਖ ਵਕਤਾ ਵੱਜੋਂ ਪ੍ਰੋ. (ਡਾ.) ਸੁਖਦੇਵ ਸਿੰਘ ਸਿਰਸਾ ਸਾਬਕਾ ਪ੍ਰੋਫ਼ੈਸਰ ਅਤੇ ਮੁਖੀ, ਪੰਜਾਬੀ ਅਧਿਐਨ ਸਕੂਲ, ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ, ਚੰਡੀਗੜ੍ਹ, ਜਨਰਲ ਸਕੱਤਰ, ਪੰਜਾਬੀ ਲੇਖਕ ਸਭਾ ਤੇ ਸਕੱਤਰ, ਭਾਰਤੀ ਪ੍ਰਗਤੀਸ਼ੀਲ ਲੇਖਕ ਸੰਘ (ਭਾਰਤ) ਨੇ ਸ਼ਿਰਕਤ ਕੀਤੀ। ਕਾਲਜ ਪ੍ਰਿੰਸੀਪਲ ਡਾ. ਖੁਸ਼ਵਿੰਦਰ ਕੁਮਾਰ ਜੀ ਨੇ ਇਸ ਮੌਕੇ ‘ਤੇ ਮੁੱਖ ਵਕਤਾ ਦਾ ਸਵਾਗਤ ਕਰਦਿਆਂ ਰਸੂਲ ਹਮਜ਼ਾਤੋਵ ਅਤੇ ਪੰਜਾਬੀ ਦੇ ਪ੍ਰਸਿੱਧ ਕਵੀ ਸੁਰਜੀਤ ਪਾਤਰ ਦੀ ਇੱਕ ਕਵਿਤਾ ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਭਾਸ਼ਾ ਸੁਹਜ ਅਤੇ ਕਲਾ ਦਾ ਜਿੳਂੁਦਾ ਜਾਗਦਾ ਨਿਰੰਤਰ ਵਰਤਾਰਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਮੇਂ ਦੇ ਬੀਤਣ ਨਾਲ ਭਾਸ਼ਾ ਦੇ ਸ਼ਬਦਾਂ, ਉਨ੍ਹਾਂ ਦੇ ਅਰਥਾਂ ਤੇ ਉਨ੍ਹਾਂ ਨਾਲ ਜੁੜੇ ਯਥਾਰਥ ਅਤੇ ਸੱਚਾਈਆਂ ਵਿੱਚ ਤਬਦੀਲੀ ਆਉਣੀ ਲਾਜ਼ਮ ਹੈ।
ਇਸ ਮੌਕੇ ‘ਤੇ ਡਾ. ਵੀਰਪਾਲ ਕੌਰ, ਪੰਜਾਬੀ ਵਿਭਾਗ ਨੇ ਮੁੱਖ ਵਕਤਾ ਨਾਲ ਰਸਮੀ ਜਾਣ-ਪਛਾਣ ਕਰਵਾਈ। ਪੰਜਾਬੀ ਵਿਭਾਗ ਦੇ ਮੁਖੀ ਡਾ. ਗੁਰਦੀਪ ਸਿੰਘ ਨੇ ਇਸ ਭਾਸ਼ਣ ਨੂੰ ਆਯੋਜਿਤ ਕਰਵਾਉਣ ਦਾ ਉਦੇਸ਼ ਦੱਸਦਿਆਂ ਕਿਹਾ ਕਿ ਭਾਸ਼ਾ ਸਮਾਜਿਕ ਢਾਂਚਿਆਂ ਅਤੇ ਸਭਿਆਚਾਰਕ ਪਹਿਚਾਣ ਦਾ ਮੂਲ ਸਰੋਤ ਹੈ। ਮਾਤ ਭਾਸ਼ਾ ਗਿਆਨ ਦੀ ਪ੍ਰਾਪਤੀ ਅਤੇ ਵਿਸ਼ਵ ਪੱਧਰੀ ਸਾਂਝਾਂ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਣ ਦਾ ਪ੍ਰਮੁੱਖ ਜ਼ਰੀਆ ਹੈ।
ਆਪਣੇ ਵਿਸ਼ੇਸ਼ ਭਾਸ਼ਣ ਵਿੱਚ ਡਾ. ਸੁਖਦੇਵ ਸਿੰਘ ਨੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸੰਬੋਧਿਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ‘ਸਮਕਾਲ’ ਅਤੇ ‘ਯਥਾਰਥ’ ਦੀ ਨਵੀਂ ਪਰਿਭਾਸ਼ਾ ਸਿਆਸੀ ਪਰਸਥਿਤੀਆਂ ਦੇ ਝਰੋਖੇ ਵਿੱਚੋਂ ਦੇਖੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਆਲਮੀਕਰਨ ਦੀ ਭਾਸ਼ਾ ਦੇ ਸੰਦਰਭ ਵਿੱਚ ਵਿਆਖਿਆ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਸੰਨ 2008 ਦੇ ਆਰਥਿਕ ਮੰਦਵਾੜੇ ਤੋਂ ਬਾਅਦ ਕਰੋਨਾ ਦੌਰ ਵਿੱਚ ਮੌਜੂਦਾ ਸਿਆਸੀ ਪ੍ਰਬੰਧਾਂ ਦੀਆਂ ਖਾਮੀਆਂ ਸਪਸ਼ਟ ਰੂਪ ਵਿੱਚ ਸਾਹਮਣੇ ਆਈਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਭਾਸ਼ਾ ਦੇ ਵਿਕਾਸ ਬਾਰੇ ਟਿੱਪਣੀ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਜਦੋਂ ਤੱਕ ਸਮਾਜਿਕ, ਆਰਥਿਕ, ਧਾਰਮਿਕ ਅਤੇ ਸਭਿਆਚਾਰਕ ਆਜ਼ਾਦੀ ਹਕੀਕੀ ਰੂਪ ਵਿੱਚ ਸੰਭਵ ਨਹੀਂ ਹੁੰਦੀ ਤਦ ਤੱਕ ਭਾਸ਼ਾ ਦਾ ਵਿਕਾਸ ਵੀ ਮੁਮਕਿਨ ਨਹੀਂ। ਭਾਸ਼ਣ ਦੇ ਅੰਤ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨਵੀਂ ਸਿੱਖਿਆ ਨੀਤੀ ਅਤੇ ਨੌਲੇਜ ਕਮਿਸ਼ਨ ਵਿੱਚ ਸਥਾਨਕ ਭਾਸ਼ਾਵਾਂ ਅਤੇ ਸਭਿਆਚਾਰਾਂ ਦੇ ਅਨੁਸਾਰ ਲੋੜੀਂਦੀਆਂ ਤਬਦੀਲੀਆਂ ਕਰਨ ਦੀ ਜ਼ਰੂਰਤ ‘ਤੇ ਜੋਰ ਦਿੱਤਾ।
ਇਸ ਭਾਸ਼ਣ ਤੋਂ ਬਾਅਦ ਸਵਾਲਾਂ-ਜਵਾਬਾਂ ਦੇ ਸੈਸ਼ਨ ਵਿੱਚ ਅਧਿਆਪਕਾਂ, ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਪ੍ਰੋ. ਸੁਖਦੇਵ ਸਿੰਘ ਨਾਲ ਸਾਹਿਤ, ਸੱਭਿਆਚਾਰ ਤੇ ਭਾਸ਼ਾ ਸਬੰਧੀ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਕੀਤਾ। ਇਸ ਮੌਕੇ ‘ਤੇ ਕਾਲਜ ਦੇ ਵਿਦਿਆਰਥੀ ਹਰਪਿੰਦਰ ਸਿੰਘ ਨੇ ਮਾਤ ਭਾਸ਼ਾ ਦਿਵਸ ਨੂੰ ਸਮਰਪਿਤ ਇੱਕ ਕਵਿਤਾ ਵੀ ਪੇਸ਼ ਕੀਤੀ। ਇਸ ਮੌਕੇ ‘ਤੇ ਸਟੇਜ ਪ੍ਰਬੰਧਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਡਾ. ਰੁਪਿੰਦਰ ਸਿੰਘ ਨੇ ਬਾਖੂਬੀ ਨਿਭਾਈ। ਧੰਨਵਾਦ ਦਾ ਮਤਾ ਡਾ. ਮਨਜੀਤ ਕੌਰ, ਪੰਜਾਬੀ ਵਿਭਾਗ ਨੇ ਪੇਸ਼ ਕੀਤਾ। ਇਸ ਮੌਕੇ ‘ਤੇ ਪ੍ਰੋ. ਵੇਦ ਪ੍ਰਕਾਸ਼ ਸ਼ਰਮਾ, ਡਾ. ਅਸ਼ਵਨੀ ਸ਼ਰਮਾ ਅਤੇ ਸਮੂਹ ਸਟਾਫ਼ ਮੈਂਬਰ ਅਤੇ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਵਿਦਿਆਰਥੀ ਹਾਜ਼ਿਰ ਸਨ।
